Welcome to the Legislative Committee section of the California Clerk of the Board of Supervisors Association (CCBSA). The CCBSA Legislative Committee monitors state legislation, advocates on issues that impact the duties and responsibilities of the Clerk of the Board and works collaboratively with partner associations to elevate the voice of county clerks across California.

California State Legislature

The California State Legislature is a bicameral body consisting of two houses: the California State Assembly, which serves as the lower house with 80 members, and the California State Senate, which serves as the upper house with 40 members. Both houses convene at the California State Capitol in Sacramento. California is one of only ten states in the United States with a full-time, professional legislature.

Overview of the Legislature Procedure​​​​​​​

A bill is a proposal to change, repeal, or add to existing state law. An Assembly Bill (AB) is one introduced in the Assembly; a Senate Bill (SB), in the Senate.

Bills are designated by number, in the order of introduction in each house. For example, AB 16 refers to the 16th bill introduced in the Assembly. The numbering starts afresh each session. There may be one or more "extraordinary" sessions. The bill numbering starts again for each of these. For example, the third bill introduced in the Assembly for the second extraordinary session is ABX2 3. The name of the author, the legislator who introduced the bill, becomes part of the title of the bill.
